Abstract

   The presented article describes the results of the survey, the purpose of which is to assess the level of satisfaction of civil servants with their own professional development and to identify factors that increase the involvement of employees in the process of professional development.

   The authors introduce a client-centric approach to the process of training civil servants, while developing and implementing additional professional programs, I focus on the educational needs and needs of listeners.

   The result of the study was the identification of several conditions that increase the client-centricity of the development and training process.

   Such conditions include the fixation of awareness of the need for development; an objective assessment of one's own professionalism: success, the presence of scarce competencies, potential; provision of resources and conditions; consideration of the wishes of employees during development and training activities; integration of training into professional activities.

Abstract

   The presented article is devoted to the study of the features of innovative entrepreneurship in the conditions of global instability.

   The author's position is that despite the failure of the mechanism of "creative destruction", innovative entrepreneurship remains the most important driver of socio-economic development. However, in order to remain an "innovator" in the world of ultra-dynamic changes, an enterprise needs a new behavior strategy that ensures the resistance and stability of its existence. Due to the lack of clear ideas about such a strategy, the author offers her own vision based on adaptability, proactivity (due to the ability of analytics and risk prevention), as well as planning the spatial location of production. In addition, the author wonders how the lack of clear behavioral business models in a chaotic external environment affects the ability to effectively manage business projects, and comes to the conclusion that the simple application of flexible methodologies without synchronicity with the values and behavioral incentives of the entrepreneur leads to a losing position and business amateurism. In this regard, the factors of sustainable project management are identified that can bring the methodology of their implementation in line with the requirements of unstable socio-economic conditions.

Abstract

   A different correlation has been established for different regions of the South of the Russian Federation of the following demographic factors: life expectancy, the ratio of births to deaths, the average life expectancy of men and women, their difference in age, as well as per capita gross regional product. For a world population of about 5 billion people and 51 states of the world, a single natural relationship has been established between an increase in average life expectancy and a decrease in the ratio of the number of births and deaths, regardless of the level of socio-economic development of the regions. The problem of population management in regions and states of different socio-economic levels is associated with the need to solve exclusively socio-economic problems, including in the direction of reducing the difference in the average life expectancy of men and women. Harmonization of the steady state of demographic dynamics is established at the points of the ratio of births and deaths near the golden numbers: 0.618, 1.618, 2.618.

Abstract

   One of the important issues of economic science is the question of the homeostasis of the economic system and its influence on the adoption of economic decisions. Different schools of economic science have diametrically opposed views on the presence of homeostatic properties in the economy. The article examines in detail the views of various economic schools and individual authors, including those representing disciplines related to economic science, considering the nature and parameters of the interaction of economic agents. The article puts forward a new approach to the consideration of homeostatic and information properties of various parts of the economic system and their impact on economic activity.

Abstract

   Declining budget revenues, the coronavirus pandemic, economic sanctions imposed by unfriendly states, and other similar factors that have a significant impact on the budget and budget system require prompt management decisions. The fiscal policy of all budget levels is currently being implemented in conditions of turbulence, faced with the need to respond to the challenges of the new reality. The research hypothesis was that there are many facts and phenomena that reflect the presence of non-systemic external influence on the approval and execution of the budget. These include budget imbalance, deviation of its execution from the approved one, adjustments to the approved volumes of budget revenues and expenditures, asynchrony of its execution in during the financial year, etc. Using data collected from federal laws on the federal budget since 1999, as well as data from the Russian Treasury, we show that the above phenomena are generally characteristic of the budget policy of the Russian Federation, and elements of manual control only increase during crisis periods. At the same time, the lower levels of the budget system have fewer opportunities to respond to the challenges of turbulent time than the higher ones.

The authors emphasize the importance of joint efforts of all members of society to achieve global environmental sustainability.

Abstract

   The article substantiates the relevance of using information and analytical data for assessing and planning control checks by external control structures and internal financial control. An assessment was made of the identified violations in the financial sector in recent years and a conclusion was made about the growth of violations in the budget system, accounting and reporting, and procurement. A sample of financial inspections at the level of external control by type of organization showed that the number of inspections is optimal and allows one to achieve its maximum effect when building a predictive model of financial control.

Abstract

   The article analyzes the main strategies for constructing an investment portfolio and provides recommendations for optimizing the risk-return ratio of the portfolio by selecting the appropriate investment proportions for each asset based on the theory of G. Markowitz using Excel. The author of the article examined in detail the main advantages and disadvantages of strategies for allocating investor funds within the investment portfolio. Based on the analysis carried out, the author of the article gave recommendations on the selection of financial assets for the of investment portfolio design depending on the cycle of economic activity.

Abstract

   Currently, targeted financial support of regions from the federal budget remains an urgent and important practice aimed at achieving social justice and economic development in Russia. This article analyzes the main directions of targeted financial support of the Republic of Adygea from the federal budget in 2023-2025. It has been established that the targeted interbudgetary transfers received by Adygea from the federal budget are primarily aimed at the development of the social sphere, as well as priority sectors for the economy of the republic, including agro-industrial and tourist and recreational complexes. The conclusion is made that the volume and list of areas of financial support are not sufficient and corresponding to the real situation that the republic occupies among other subjects of the Russian Federation.

   Universal basic income has emerged as a novel socio-economic concept in response to major social crises, periods of high unemployment, and the COVID-19 pandemic, stimulating considerable interest among academic and policy circles worldwide. Universal basic income offers a new socio-economic direction to mitigate economic inequality and address poverty, and this article provides a comprehensive analysis of its origins, development, and application. Through an exploration of the theoretical underpinnings, as well as an evaluation of the practical implementation of universal basic income, this article offers a more systematic understanding of this new institution and its impact on social protection systems. Drawing insights from prior experiences of universal basic income implementation, this article highlights important guidelines for the evolution of modern social protection systems.

Abstract

   The economy of a post-industrial society, characterized as a knowledge economy, imposes new requirements on the employee. The employee ceases to be an ordinary structural unit of production. His knowledge, skills and professional characteristics not only determine new trends in economic production, but also form new types of consumer behavior. This article examines the main factors of formation and institutional conditions for the development of human capital in the post-industrial economy. The connection of science, education and information and communication technologies with the economic development of post-industrial society, with a change in the nature of work and the type of employee is noted. The article also considers the human capital index, reflecting the potential of the human capital of countries and, as a result, their competitiveness. Human capital is considered as a key resource for the growth and development of the global economy.

Abstract

   Digital transformations are considered by researchers as the most important factor in the sustainable development of industry.

   The purpose of this article is to analyze the impact of digital technologies on the sustainability of industrial development, characterized by the corresponding growth index.

   The object of the analysis was the regions on the territory of which the million-plus cities are located.

   Correlation and regression analysis, descriptive statistics and graphoanalytic analysis were used as research methods.

   The results of the study showed a low correlation of indicators of the use of digital technologies on the pace of industrial development.

   It is most evident for ERP systems, artificial intelligence and cloud technologies. The types of regions are identified depending on the ratio of the level of digital technologies used and the industrial development index. It is concluded that the effects of the introduction of digital technologies in the context of achieving sustainable development objectives will manifest themselves only in the presence of favorable institutional and organizational and managerial conditions.

Abstract

   Islamic education in Chechnya has its own historical-political and spiritual-cultural factors of formation, dating back to the period of the adoption of Islam by the Chechens, associated with the socio-political structure of their society, beliefs, Arab conquests, the construction of mosques, during which primary Muslim schools were always created, also madrasah secondary schools. These schools existed in the North Caucasus, the Volga region, and Central Asia; they had a Kadimist (or Bukhara) system of training children. At the dawn of Soviet power, all Islamic educational institutions, with rare exceptions located in Uzbekistan, were liquidated for political reasons. Islamic education in the USSR was generally interrupted as a phenomenon alien to progressive Soviet society. Religious education, including Islamic, in the post-Soviet period in Russia and its regions, is being revived, acquiring a new status and receiving tangible development.

   The purpose of the article is to consider the experience of the development of Islamic education in Chechnya, including modern ones, in the context of the tasks of strengthening the state unity and integrity of the Russian Federation, preserving the ethnocultural identity of its peoples, ensuring the constitutional rights and freedoms of citizens, harmonizing public and state interests.

   It is concluded that the modernization of Islamic education carried out in the Chechen Republic is becoming a significant factor in the religious and national security of the region and Russia as a whole.

   A unified and viable system of continuous Islamic education and science has been created in the republic, represented by three levels of spiritual education.

   The article examines the fundamental importance of political strategic communications for public authorities. The "supra-communicative" essence of strategic communication is substantiated. The article presents the stages of managing political communication in general and strategic communication in particular. The stages of strategic communication management are considered on the example of regional political communication, where the features and characteristic problems in its implementation are identified. One of the key problems of political strategic communication at the level of the Russian region is the lack of resources (organizational, personnel, etc.). The criteria for evaluating the effectiveness of communication are also considered, they can be conditionally divided into two types – sociological and statistical.

Abstract

   Over the past decades, it has become almost a commonplace to talk about the final "end of ideology" as an objectively accomplished fact that is obvious and does not require justification. Meanwhile, real practice shows the opposite: according to most key indicators, including the rates of economic growth and development, the countries that have (China) or until recently had (the USA, the EU) a consistent ideological program are leading. In the conditions of the deepening crisis of liberal ideology, non-critically perceived by Russian society, the search for its own ideological foundations becomes a matter not as much as of the theoretical necessity than of the real practical survival and preservation of Russia as a single state and social organism.

   The article analyzes regional policy in the Russian Federation in the context of modern geopolitical changes. The authors of the study consider the fundamentals of regional policy depending on the existing regulatory framework and a number of factors influencing the formation of local policies on the ground; identify its general directions. Based on a systematic and structural-functional analysis, as well as an institutional approach, the author's team considers the possibilities of increasing the resistance and self-development of regional policy in the context of geopolitical and macroeconomic instability, the transformation of regions into stable political units within the Federation. Based on the research done, as well as the analysis of current global changes, the authors formulate several trends in the further evolution of the regional dimension of politics and come to the conclusion that today it is very important to find a harmonious balance between public administration and regional autonomy.

   The article is devoted to the analysis of the content and purpose of political management as a special type of management that has ample opportunities for organizing and optimizing relations in society and relations between society and the state. Social goals and the spiritual aspect of political governance in the modern Russian Federation, which are based on traditional Russian spiritual values, are highlighted. Abstract

   The war of the XXI century is a combination of methods of traditional warfare and a more promising cognitive war in terms of costs and results, which is waged for the consciousness of an individual and society as a whole. The main method of cognitive warfare is propaganda, which has been improved thanks to the technological capabilities of the modern era. At the same time, the fundamental meaning of the propaganda method remained unchanged – the impact on a person's consciousness in order to change his attitudes and behavior with a predetermined result.

   The purpose of the study is to consider the features of the propaganda method in the conditions of cognitive warfare.

   The following research methods were used in the work: structural method, institutional analysis, as well as a network approach. As a result of the conducted research, it was concluded that currently one of the most effective methods of influencing consciousness is propaganda, which has many techniques to achieve the desired result. At the same time, total digitalization and increasing globalization trends increase the potential of cognitive warfare methods, making it a promising (compared to traditional warfare) direction in achieving superiority in the international arena in the near future.

   In the 90s, immediately after the collapse of the Soviet Union, a wide discussion on the topic of totalitarianism took place in the scientific community. Over the past three decades, aspects of totalitarianism have been discussed repeatedly in academic journals and public platforms. Structural, ideological, semiotic and other aspects of the totalitarian state and totalitarian consciousness were analyzed. Without exaggeration, the discussion about totalitarianism can be considered significant for post-Soviet Russia. One of its most important aspects is political. Significant volumes of material have been accumulated. However, the political science discussion develops one-sidedly and does not cover several significant aspects of modern life. Over the past twenty years, especially in connection with the massive spread of broadband Internet, totalitarian practices have begun to be applied not only by states, but also by corporations.    The article is devoted to a sociological comparative analysis of the values of modern post-industrial society from the perspective of the stratification approach. As studies show, the factors of stratification of modern society are more diverse than those identified by the classical theory of stratification, which is associated with numerous factors complicating society, as well as with the division of values into traditional (national traditions and customs, religion and family values) and secular-rational (self-expression and rationalism).

   The author comes to the conclusion that the factors of differentiation of modern society are quite diverse and are not limited only to material ones, however, material foundations influence the degree and speed of the spread of post-material values.

Softskills are part of a broader group of supra-professional skills.    This article analyzes the development of the Russian model of continuing education and its characteristic features. The process of transformation of the system of continuing education in the context of the transition to a national education system in modern Russia is also analyzed.    In the 21st century, the issue of national security in relation to the actions of terrorist organizations remains relevant. With the development of digital and information and communication technologies, traditional hierarchical approaches in the fight against the enemy are not effective. New strategies and tools are needed that can identify decentralized structures, consisting of a number of loosely connected individuals, that allow modeling the structure and connections of a terrorist organization. Such a modern analytical tool is the analysis of social networks, as it allows you to establish social connections between people. The article provides an overview of the history of social network analysis and its use in understanding the organization of terrorist networks and establishing existing and potential connections of terrorist organizations.

Abstract

   The article deals with the problem of forecasting social risks. Before proceeding to the consideration of this issue, the author analyzes the concept of social risks, notes that there is no universal definition of social risks, identifies the main approaches to its interpretation, considers various factors contributing to the emergence of social risks and the main possible strategies for solving problems associated with the emergence of social risks. The article pays attention to the international experience of risk management. After that, the author proceeds to the consideration of the main methods of forecasting social risks, noting that the diversity of risks and factors that generate them implies the use of different methods. The diversity of methods is also due to the fact that social risks can arise at different levels of social reality, characterized by a different degree of complexity. In conclusion, the author states that the institutionalization of risk management activities indicates that modern societies are fully "risk societies".

Abstract

   The article is devoted to the analysis of the basic principles of mentoring in higher education. The authors revealed that the activities of the mentoring institute should be based on a number of basic principles, namely: scientificity, legality, variability, individualization, consistency, mutual respect, axiology, competence and voluntariness. The study shows that the principle of a mentor’s work is to convey his own professional experience - “do as I do.” In modern conditions, this is not enough, so mentoring should be considered from the perspective of meta-technology, where, within the framework of interaction, the mentor chooses the most suitable role to achieve the best effect (mentor, coach, tutor, facilitator).

   The conclusions are formulated that the activities of mentors need to be competently managed, planning work to “grow” personnel, identifying factors influencing the state of personnel potential, and forecasting its development based on the basic principles of organizing the activities of a mentor.

   The interest of higher education institutions should be traced in this, because Thanks to mentoring, new opportunities open up for them in the implementation of innovative and investment-attractive projects, which, in turn, is an indicator of interest in these educational institutions as platforms for recruiting promising personnel.

   The article is devoted to the description of the personality, the essence of professional activity, status, psychological qualities of a university teacher. The author draws attention to the peculiarities of the training of university teachers in modern Russia. The teaching profession is analyzed from the content, methodological and psychological-pedagogical side. The author points out the important role of not only professional training, but also the personal pedagogical experience of the teacher. The article analyzes the psychological traits and qualities inherent in the representatives of the teaching profession. At the same time, attention is paid not only to the psychological qualities that contribute to the success of teaching, but also to such psychological characteristics of the individual that hinder the successful work of the teacher. Abstract

   The article discusses the prospects of increasing the investment attractiveness of Russian regions with the help of cluster policy tools and the formation of regional clusters as specific regional structures that allow solving many problems of spatial development of the subjects of the Russian Federation by obtaining a number of synergetic effects for the regional economy. At the same time, regional authorities should pay special attention to the cluster formation procedure itself, recognizing cluster initiatives in a timely manner and contributing to the processes of cluster formation in a natural way when the idea of their creation comes from the participants themselves, as well as effective support for existing clusters, helping them quickly adapt to changing macroeconomic conditions of functioning. Such an approach to cluster policy will, on the one hand, contribute to the implementation of only viable cluster initiatives, and on the other hand, will lead to a real improvement in the investment climate in the region.

   This article examines the role of information and communication technologies (ICT) in the international business development of small and medium-sized enterprises (SMEs) in the modern world. The COVID-19 pandemic had forced managers of SME organizations to adapt quickly to new business conditions by adaptation of new technologies and changing internal and external business processes. The article analyzes the key factors of integration ICT that influence the transformation of the way business is conducted in global markets. The specifics of ICT implementation in various areas of small and medium-sized businesses are described. Abstract

   In the article, the author substantiates the high role of circular processes taking place in the economy of the region in order to ensure its sustainable development. The article analyzes the main advantages of introducing a closed-loop economy and the impact of these processes on the socio–economic development of the region and achieving balance and sustainability of its three subsystems - economic, social and environmental from the point of view of following the three-part ESG model of regional development. The ratings of Russian regions from the point of view of their effectiveness in handling MSW are also analyzed and the presence of certain correlations with the effectiveness of the implementation of the concept of sustainable development by these regions is established.

Abstract

   Henan Province is a major economic province of China with significant aggregate energy consumption. In the context of studying the problems of factors and elements of sustainable economic development, the author sets the task of researching the relationship between energy consumption and economic growth. Using data from 2001-2021 and Stata 15 software, it can be studied that the gross regional product (GRP) of Henan province has relatively low energy-intensive nature, since for each percentage point of increase in energy consumption, GRP increases by about 4.12 percentage points. However, electricity production is based on an expensive and limited resource, and environmental pollution occurs. Therefore, the challenge for managing the sustainable development of Henan Province is to increase its GRP while reducing energy consumption. In the process of sustainable development of Henan Province, the author recommends stepping up research and development, developing new energy-saving technologies; increase the share of clean energy use, optimize the structure of energy consumption, increase public awareness of the need for energy saving.

Abstract

   Since China’s reform and opening up, the eastern coastal areas have taken the lead in development, and formed significant regional development differences. One of the major reasons for the differences is the significant differences in industrial labour productivity between different regions. The purpose of this report is to examine the impact of industrial labour productivity on regional income differences, clarify its impact mechanism, and provide recommendations for regional coordinated development. This report adopted a combination of quantitative and qualitative analysis. It used a regression model to examine the impact of industrial labour productivity on regional income differences in China, and made qualitative analysis to explain the impact mechanism. Through relevant analysis, this report mainly concluded three findings. Firstly, there are significant differences in industrial labour productivity between regions in China. Secondly, industrial labour productivity is proved to be an important factor affecting regional income differences in China. Thirdly, the Chinese government needs to narrow the gap in regional industrial labour productivity from multiple aspects, such as increasing human capital, strengthening technological innovation, optimising the market and institutional environment, improving the incentive mechanism, etc.

   The research significance of this report lies in verifying the impact of China’s industrial labour productivity on regional income differences, and deeply analysing its impact mechanism.

   This has important policy implications for narrowing regional income differences in China.

   Today, the work of Russian universities is undergoing transformations associated both with modern global processes and their internationalization, which has lasted for decades, which makes their study an urgent research task.

   The purpose of this article is to determine the features of the internationalization of Russian universities in modern conditions.

   The methodological basis of the work was the methods of analysis, synthesis, systematization, classification, as well as monitoring and analysis of statistical data, which made it possible to consider the key factors of the modern internationalization of Russian universities.

   As a result of the study, it was found that today Russian universities are actively involved in the process of internationalization and define it as a strategic component of their activities. They cannot avoid the influence of international and government factors that determine the choice of current and potential partners, as well as the political context of their activities in general. Today, Russia dominates the space of its neighboring countries and has the opportunity to develop its positions in a number of other regions. Work to popularize the Russian language and education, as well as attracting foreign applicants and teaching in foreign languages, represent positions that require special attention and, with active development, will ensure the strengthening of Russia and its universities in the process of internationalization of higher education.

   The author identifies three basic types of patriotic behavior: non-constructive, constructive and conformal, which differ, for example, in the level of rationality of behavior, its practical effectiveness, motivation, intensity. The article also discusses the challenges and problems associated with patriotic education in modern Russia, including issues of globalization and technological changes that affect the forms and methods of patriotic education. education. The article contains an analysis of current trends and suggests ways to further develop patriotic identity in the context of modern globalization processes.

Abstract

   At the present stage of development, the Russian government is interested in several areas of improving the policy of regional management. Firstly, it is digitalization, which implies the possibility of instant monitoring and online verification of any activity, both public and political. Secondly, this is the growth of self-sufficiency of the regions, which implies an active review of the possibilities of enterprises in the field of self-sufficiency. But, there is an opinion, in which informatization is a real catalyst for the development of regions. It is this direction that is relevant today, and if we take the Far East region as an example, then the causal relationship between informatization and the development of the region becomes obvious.

   The purpose of this article is to consider the features of politicians informatization on the example of the Far East region.

   The main research methods are analysis, synthesis and processing of statistical materials for the region.

   The novelty of the work is expressed in the generalization of data on regional management based on the processes of informatization of society and the region as a whole.

   Based on the results of the study, data obtained during cross-tabulation, analysis of personal data and modeling of the likely opportunities of society and the ruling circles, subject to the competent use of information flows, are presented. At the same time, the negative aspects of informatization are presented, which in turn force the government of the region to take measures to work with the population. In conclusion, the positive and negative aspects of digitalization are noted, as well as proposals are made to optimize work with the population in the region.
