Abstract

The article considers the managerial foundations of resource saving at enterprises in the extractive industries. The relevance of this topic is due to the fact that in the current economic conditions, Russian enterprises can successfully compete in foreign markets with foreign companies only if the level of resource consumption per unit of output is reduced. Also, this problem is also relevant in connection with the pressure of sanctions, the lack of resources entering the Russian economy and the Russian extractive industries.

In this regard, this article reveals the problems of resource saving from the point of view of managing this process, defines the organizational and economic essence of the resource saving process at modern industrial enterprises in the extractive industry; factors affecting the state of resource saving processing enterprises; stages of formation of the resource saving management mechanism at mining enterprises; the system of organizational management is described, aimed at making managerial decisions related to resource conservation projects; a method of ranking resource-saving investment projects is proposed, aimed at solving the problems of making managerial decisions in this area of enterprise management.

To solve the tasks set in the research process, the following methods were used: analytical, comparative, descriptive, graphical, tabular and the method of comparing the results of the analysis of investment projects. The theoretical basis of the study is the work of leading foreign and domestic scientists devoted to the development and implementation of a resource-saving strategy in industrial enterprises.

The scientific novelty of the study lies in the systematization of the theoretical and applied foundations for the implementation of the resource conservation policy and the adoption of managerial decisions regarding resource conservation at modern mining enterprises.

Abstract

A modern management system for an organization includes a number of important operations: cost planning, production planning, sales planning, financial planning. In the sectors of the economy, the management system is aimed at planning the activities of organizations in the short, medium and long term in order to ensure the maximum possible profit with minimal costs in conditions of market variability and support from the state, however, it differs in a soma management system for the sectors of the economy.

The article shows an assessment of the management system in the branches of the agro-industrial complex, consumer market and ecology. The assessment of the development of three sectors of the economy in the current period in the Rostov region allowed us to consider various management methods in the industries and form a number of promising development tasks.

Abstract

The discussion of issues related to sustainable development is broad and requires not only qualitative analysis, but also the use of modeling methods to assess the current situation in the global economy. So, in this article, the influence of factors resulting in the SDG implementation index was considered. The econometric analysis was carried out based on data for 2022 for developed countries. To construct a multiple regression, factors influencing the implementation of the SDGs were selected, namely the human capital development index and gross national savings. The results obtained during the study indicate a moderate influence of the factors under consideration, as well as the presence of other determinants of the implementation of the SDGs, such as the involvement of the private sector in the implementation of the SDGs; the presence of sustainable institutions capable of creating a favorable environment for sustainable development; investments in the "green economy" and CSR; the level of education and awareness of the UN program on sustainable development.

Abstract

Development of international tourism is a key direction for economic diversity of Middle Eastern countries. It provides favorable long-time economic aspects and enhances positive image of the region. The purpose of the research is to assess the current state and identify the factors of development of international tourism in the Middle East in order to validate priorities for tourism development applying specific features of each country. Based on comprehensive analysis of the main indicators of tourism, authors identified significant differentiation among countries and different contributions of tourism service exports to the development of national economies. The largest contribution of tourism service export is made by Lebanon, Jordan, Bahrain and the UAE to the national GDP and by the UAE, Saudi Arabia and Egypt to the national exports. In terms of aggregate service exports the Palestinian Authority, Jordan, Saudi Arabia, Lebanon, Egypt and Iraq have the highest contributions. The leading countries in the region are the UAE, Saudi Arabia, and Egypt, which account for two-thirds of the tourism service exports in the Middle East. Based on determining the average values for the region for each indicator, the authors ranked countries into "above average" and "below average" groups to account for the specific characteristics of tourism development in each country. Through the analysis, the authors justified and classified positive and destructive factors of tourism development in the region. The following priorities for tourism development were formulated for countries: focusing on the development of modern tourism infrastructure, especially in Yemen, Lebanon, Bahrain, and Kuwait; promoting tourist attractions; restoring tourist trust in the region's security (Syria, Iraq, Palestinian Authority, Israel, etc.); diversifying the tourism product (UAE, Qatar, Israel, Egypt, Saudi Arabia); providing comprehensive services (UAE, Saudi Arabia, Bahrain); deepening intergovernmental cooperation and creating a joint regional tourism product (for all countries in the region).

Abstract

Intelligent methods of analysis, which include the problem of clustering, are widely used in the field of economics of the agro-industrial complex. The clustering problem belongs to the class of unsupervised learning problems. The essence of the problem is the grouping of research objects according to the use of similarity. If the regions of the Russian Federation are selected in terms of livestock production, they can also be automatically grouped according to the similarity recipe. The k-means method is currently a successful method for solving clustering problems. The main stage of solving the problem is the collection of data, which includes all the main characteristics of the object. For example, if you set up production in the region in terms of animal husbandry, then it would be more logical to x1 - meat production per capita and x2 – milk production per capita. The criterion for choosing the number of clusters is the root mean square error. In total, 79 regions of the Russian Federation participated in the analysis. It turned out that the potential to break all regions of the Russian Federation into 7 clusters of similarity. Regions with high milk and meat production (clusters 4 and 6), regions with high milk and meat production (clusters 2, 3, 5) and regions with low milk and meat production (clusters 0, 1) were identified.

The article considers the interaction of the population and digital technologies in the financial market as a potential factor in financial instability. The purpose of the study is to identify ways to assess the interaction of the population and digital technologies in the financial market in the context of financial stability. The indicators published in the official statistical and analytical reports of the Central Bank of the Russian Federation and the Moscow Exchange were used. Possible ways to assess the interaction of the population and digital technologies in the financial market in the context of financial stability have been identified. Considering the availability of data and existing assessment methods, it is most feasible to build an aggregated indicator that includes indicators that characterize both individual elements and their relationships. Based on the review and characteristics of indicators reflecting the interaction of the population and digital technologies in the financial market in the context of financial stability, a typology of indicators for assessing such interaction has been developed.

Abstract

The article substantiates the position that the quality and speed of development of digitalization and informatization of the agricultural sector of the regions of Russian Federation depends on the creation of support institutions, an important place among which is occupied by information and consulting centers (ICC) of municipalities and commercial organizations. Information and consulting services ensure equal access of agricultural producers to information about benefits provided by the state and regulated payments, regardless of their scale: agricultural corporations, large farms, peasant (farmer) farms. Using the example of the activities of a municipal state institution, the Information and Consulting Center of the Krylovsky district of the Krasnodar Territory, the functions of the ICC, their organizational structure, problems and prospects for further development are shown.

Abstract

The most important role in giving stability to modern processes of economic development is played by emerging institutional structures, which are distinguished by their heterogeneity. Against the background of most of them, defined as various norms, rules and agreements, a number of macrostructures stand out, which are more developed institutional structures, mechanisms that ensure the reproduction of competitive behavior and the formation of price signals within the framework of the organization of "green" financing and sustainable development, as well as quasi-market structures providing, in particular, trading in carbon units (quotas). At the same time, strategies for sustainable development in the modern Russian economy should be built taking into account national interests in the context of implementing an import substitution strategy and achieving technological sovereignty.

Abstract

The formation of a dividend policy is an important aspect in the distribution of the resulting net profit of the organization. The conflict of interests of interested parties, manifested in the process of financial and economic activity of the enterprise, is expected to worsen during periods of distribution of net profit. In their activities, organizations can form a dividend policy based on various approaches. The ratio between the invested part of net profit and the part directed to the payment of dividends to shareholders depends on this. In addition, the adoption of financial strategic decisions is influenced by the requirements of legislation and various significant factors located both in the internal and external environment of the organization. The interests and strengths of a number of stakeholders (stakeholders) and the portrait of a particular share-holder/investor also influence the dividend policy.

Abstract

The Southern Federal District has the necessary resources for the development of such a type of industrial production as the production of computers, electronic and optical products: the production base, labor resources and capital. Especially, the resources necessary for this are presented in the Rostov region, the Republic of Crimea and the federal city of Sevastopol. The article presents possible scenarios for the development of the production of computers, electronic and optical means in the Southern Federal District under the economic sanctions imposed using cognitive modeling tools. An assessment of the effectiveness of regional industry programs or programs that have sections related to industry is given. Recommendations are given for improving the development of the production of computers, electronic and optical means by adjusting regional development programs.

The transformation of the processes accompanying the sale of goods to customers and the change in the nature of interaction with counterparties through non-cash payments have made it possible to optimize the solution of a number of tasks related to the organization of money turnover of companies. With regard to the development of settlements with customers in the field of digital technologies, the following factors can be noted, which are increasingly manifesting themselves in the financial market: interbank competition; government policy aimed at reducing the money turnover of the shadow economy; behavioral activity of buyers; development of payment infrastructure. These prerequisites have formed a set of management tasks for company specialists, which consist in optimization, implementation and adaptation to these changes.

Abstract

Dynamic changes in the external and internal environment of modern Russian regions increasingly require the reflection of the correct fragments of economic security in the structure of the development strategy of these regions and, ultimately, the formation of such an independent subsystem as the strategy of economic security becomes relevant. The development of a regional development strategy is traditionally based on the results of a comprehensive analysis, in which the identification of factors influencing development is associated with the use of a significant number of research methods, among which one can also find methods of correlation and regression analysis of secondary information (based on the analysis of a wide range of documents), and sociological methods of collecting and processing primary information (observations, surveys), and methods of structuring and ranking (expert assessments, building graphs and morphological matrices), and methods of organizing group work (nominal groups and other brainstorming options). The paper shows that in the process of strategic analysis it is advisable to single out three contours for determining the factors of economic security, the implementation of which ultimately allows reaching the most significant decisions regarding the economic security of the region.

Abstract

It is showed the relevance and debatability of the issue of the formation of a set of professional competencies of the individual, spiritual and moral qualities, and creativity. An interdisciplinary approach to the history of entrepreneurship is used. The authors explore the totality of the processes of development of the administrative and economic territory, the structural and functional characteristics of the national economy, culture, as well as the biography and deeds of a particular person who takes on industrial and commercial risks, has competencies. The reasons and prerequisites for the development of entrepreneurship in the chemical industry are considered. It is shown that entrepreneurial activity in Russia in the second half of the XIX century proceeded on the one hand against the background of the development of science and industry, and on the other – against the background of the social reorganization of society. The significance of the founding of the chemical Plant by Filosofov and KO, as well as the entrepreneurial and social activities of the founder of the plant, are assessed. The results of an interdisciplinary study of various aspects of the development of entrepreneurial activity in Russia in the 19th century, as well as the characteristics of the personality of an entrepreneur, his education, and publicistic activity, form the basis for the conclusion about high multipotentiality, which served as the basis for the successful organization and management of entrepreneurial activity in the last quarter of the 19th century.

Abstract

The article is devoted to understanding such important processes of partogenesis as party competition and party hierarchy, based on the theoretical and methodological ideas of M. Duverger and R. Dahl. The phenomenological and institutional resources of competition and hierarchy are considered, both in terms of general objective circumstances and in terms of environmental factors. The alignment of the hierarchy of modern parliamentary parties of the Russian Federation is traced. A political analysis of three party-competitive cases, which are carried out in modern party competition and party hierarchy, is carried out. «Party patriotism» is nominated as an ideological and program complex of the unity of political parties in support of the state and power. The problematic aspects of party competition and party hierarchy and factors of their possible transformation are revealed.

The process and results of parliamentary elections in post-Soviet Russia, qualitative and quantitative composition of the deputy corps are considered. The article analyzes the main vectors of sustainable development of Adygea, which occupy an important place in the Strategy of socio-economic development of the Republic of Adygea until 2030. It is emphasized that an integral part of the sustainable development of the region is the solution of problems related to the economic, social and environmental spheres. Special attention is paid to the analysis of the development of the tourism cluster and the trends of the branding of the territory. The contribution of scientists of the region to the development of the concept of sustainable development is noted. Abstract

The formation of a national-state identity in the sports field is an effective tool for the representation of states and the development of international cooperation through the use of sports as a "soft power". However, the aggressive politicization of the mechanisms of sports competitions leads to the political stigmatization of athletes and national teams regarding their citizenship to the detriment of the traditional principles and values of sport outside of politics. The authors, relying on retrospective, as well as institutional and structural-functional approaches, explore the phenomenon of politicization of the mechanisms for developing a national-state identity in the sports sphere, prove that the aggressive politicization of sports replaces the national-state identity with a political one, the line between which is easily erased by political actors. In order to level the destructive politicization of the processes of generation of national-state identity in the sports field, the authors propose comprehensive steps to solve this problem.

Since the value-target component of innovation becomes decisive in the study and solution of problems of legitimacy of power, consensus of power and society, consolidation of elites and society, national and general civil identity, the article substantiates that the institutional approach should be compensated by the development of research on value-motivational and behavioral spheres of transfer and reception of innovations. In the latter case, the emphasis should be placed on models of inter-elite interaction, the value-motivational component of the demand of elites and the population for innovation, as well as on research and purposeful formation of a political culture, a culture of active civic participation, which plays an essential role in the reception and implementation of political innovations.

Abstract

The present study reveals the essence of the use of modern PR technologies in the conditions of the formation of a new format of political governance that can influence the course of political changes through explicit or implicit influence on an individual at once at two levels of his existence - real and virtual. The author's position is that the emphasis on virtual levels of individual existence is due to the processes of positioning digital data as the most significant resources of the current era, as well as the desire of political actors for digital surveillance of society and the search for mechanisms to control public opinion. In this regard, political management largely focuses on PR technologies embedded in the infrastructure of the network society, which, unfortunately, lead to the gradual curtailment of democratic foundations and the generation of information perception in the characteristics of the post-truth era, where PR becomes a full-fledged tool of deep manipulation.

Abstract

In the presented article, the author's team attempts to consider the acceleration policy as a transformational driver of political processes in the conditions of late capitalism. Based on the systematization of conceptual approaches within the framework of the new political theory of acceleration and critical theories of the modern capitalist system, the authors analyze the global crisis of modernity through the prism of neoliberal political processes that generate certain barriers to socio-political and techno-economic development. Based on the works of well–known accelerationists, a conclusion is formulated about two main vectors of accelerationist policy – in fact, the vector of "acceleration" and the vector of "linear velocity". The acceleration policy appears to be the driver only in the first case. The authors formulate a hypothesis that acceleration can transform the political process to overcome the neoliberal framework, firstly, by forcing the formation of global acceleration discourses by "left" political forces and, secondly, through the creation and implementation of blockchain platforms and AI in political management for proactive planning and forecasting of macroeconomic changes. With the correct implementation of acceleration vectors, the transformation of the political process can help smoothly bring society, based on the Marxist paradigm, to a new socio-economic formation – post-capitalism.

The social risks of the project implementation are analyzed, primarily related to ensuring the safety of users, and possible prospects for the development of this platform are given. The urgency of creating a new moral paradigm for the future digital space is formulated. The potential social consequences of the widespread introduction of the metaverse in the context of the development of new technologies in key areas of public life are considered.

Abstract

The purpose of the study is to characterize the concept, essence, structure and functions of the electoral process as an object of scientific research in the institutional political and social field. The object of the study is the processes of satisfying social demands with the help of political mechanisms. The subject of the study is the social foundations of the effectiveness of electoral processes in modern political systems. The study of the sociological aspects of the institutionalization of the electoral process in modern Russia, carried out within the framework of this research work, allows us to draw the following conclusions. The division of social processes into political and social is a form of existence of modern science. In real life, society is a whole organism in which the social and political spheres are closely connected. In a single institutional mechanism, this connection is reproduced within the framework of the electoral process, the main function of which is to translate electoral requests from society into the sphere of real politics. At the same time, the mechanism of the electoral process itself is a set of socio-political, organizational-administrative, political and political-social processes carried out at four levels (phases), the final result of which should be the fullest possible satisfaction of electoral demands of society by means of real politics. Such conditionality of real politics by electoral demands on the part of society largely characterizes the sociological aspect of the electoral process in the structure of the political system. An important result of the possible conceptualization of such activities was the thesis that electoral processes, both in the ultimate goal of their functioning (meeting the needs of society by means of real politics), and at each of the phases of the electoral process can depend mainly on one of the two most important tasks that determine the functioning of the entire political system. These tasks are either aimed at promising socio-economic development, or at solving urgent problems in the field of security.

Abstract

The content of the intraprofessional stratification of military personnel is considered. The criteria for the stratification of military personnel as a specific professional group are revealed: 1) military rank; 2) education; 3) family income; 3) prestige of the military profession. As a result of the analysis of the results of the empirical analysis, an intraprofessional stratification of military authors is presented , including three basic strata: 1) senior military specialists (officers performing military service under contract – 20–25 % of the military personnel); 2) junior military specialists (warrant officers, sergeants, privates performing military service under a contract – 60–65 % of the military personnel); 3) trained military specialists (cadets of higher military institutes of Russia performing military service under a contract – 10% of the military personnel). The necessity of developing a mechanism for constructing an increase in the quality of life of military personnel is justified, which should ensure not only their sustainable educational development, but also an increase in material content, ensuring the possibility of expanded consumption not only for them, but also for their family members.

Abstract

Currently, the leitmotif of mass media publications, social networks, speeches of statesmen and scientific research is the issue of patriotic education of young people. The authors of the article draw attention to the fact that higher educational institutions take an active part in the formation of patriotic consciousness of young people. A serious burden on educational activities is placed not only on vice-rectors for youth policy and educational work, but also on university teachers who actively contribute to the formation of value attitudes of modern students. According to the authors, along with the existing disciplines of the humanities block, the curricula of the 2023 set include such disciplines as "Fundamentals of Russian Statehood" and "Teaching by Ministry". The authors also noted that patriotic clubs play an important role in the formation of patriotic consciousness, and most importantly, social activity in the activities of patriotic clubs on the part of the students themselves.

Currently, there are trends in the world associated with an increase in the age of marriage at first marriage and an increase in the number of divorces. These trends are also observed in Russia. The norms and values of the family institution are being transformed, making it more and more unstable, which arouses interest from demographers, psychologists, economists, and sociologists. Within the framework of this work, the author’s analyze approaches to the definition of “young family”, consider measures of state and regional support for the family, as well as risk factors for family breakdown relative to its life cycles. In addition, the author’s attention is paid to the results of all-Russian studies illustrating the opinion of Russians regarding marriage and family relations. The materials studied confirm that a young family must consolidate its special status in state policy, since it most of all needs material, social and value support. The state and society are obliged to share responsibility for the development and well-being of young families.

Under the background of internationalization of education and cultural diversification, transnational mobility is increasingly becoming the main form of socio-economic and cultural exchange between countries. With the continuous deepening of the internationalization of universities, the scale of foreign students as cultural messengers connecting China and foreign countries is also increasing from year to year. As a result, the probability of various emergencies has significantly increased, and the broad attention of society to the settlement of emergencies related to foreign students has set new tasks for the leadership of universities. This article provides an in-depth analysis of the current situation and the reasons for managing safety training for foreign students, identifying and classifying safety risks for them, etc., and suggests measures to build a safety training management system for such students.

In today's media, media space and scientific research, youth activism is very often considered. The social activism of young people is very often an interdisciplinary study and is considered by scientists at the intersection with such problems as deviation, radicalization, extremist behavior. The authors of this work address the socio-cultural determinants of radical youth. The radicalism of young people, according to the authors of the article, is associated with the age characteristics of various groups of young people, the psycho-emotional state of young people of different age categories, economic instability, value attitudes and orientations, the active influence of the information environment, lack of social experience, unformed social ties, as well as unconstructed identity. Understanding the determinants that influence the radicalization of youth consciousness makes it possible to build the most successful strategies for countering and preventing radical phenomena in the youth environment.

The influence of innovative technologies, and especially artificial intelligence programs on the educational process, is currently increasing and causing uncertain estimates and consequences. Despite the retention of leadership by students and teachers of the classical format of the educational process, the introduction of digital distance technologies has significantly affected the education market, and projects related to the integration of artificial intelligence through the use of neural networks and machine learning technologies have serious capitalization. The phenomenon of using programs with artificial intelligence affects scientific activity and a qualitative change in education. The well-known cases of the application of this technology have social consequences and ambiguity in the regulation of these programs, as well as initiate a discussion about the advantages and disadvantages of this technology.

Through the operationalization of the conceptual and categorical apparatus developed in social and humanitarian knowledge, as well as a secondary analysis of empirical sociological data, the article presents scientific and non-scientific cognitive practices of perceiving a new social reality through the prism of the “employment” category. The features of the legal, economic and sociological approaches to employment of the population are formulated. The main directions of the social and humanitarian scientific discourse of recent years on the prospects for employment in Russian society are characterized.

Abstract

The article provides an analysis of the project activities of the regional branches of the «United Russia» party in the Rostov region and the Stavropol region in the 2021 electoral cycle. The purpose of the study is to analyze the impact of «United Russia's» project activities on its functioning in the regions and the conceptualization of «United Russia's» image and electoral projects. The study was conducted on the materials of the 2021 elections in the Rostov region and the Stavropol region. The main research tool was the methods of applied political analysis. The results of the study: theoretical conceptualization of the image and electoral projects of «United Russia», a description of specific projects of the regional branches of «United Russia» in the electoral cycle of 2021, disclosure of the functional significance of each of the described projects. The main conclusions of the study are as follows. First, the difference between image and electoral projects lies in the goals of the projects and the periods of their implementation. Secondly, the electoral projects of «United Russia» have the potential for qualitative transformation into image projects, as an example, the project «People's Program» is given. Thirdly, image projects are often associated with the fulfillment by «United Russia» of important functions for the country's political system.

Abstract

The review examines the phenomenon of experience, investigated in the social-humanitarian terms, in the joint works of two authors: the famous expert on ethics and philosophical anthropology E.V. Zolotukhina-Abolina (Doctor of Philosophy, Professor of the Southern Federal University, Rostov-on-Don) and mathematician, philosopher V.B. Melas (Doctor of Physical and Mathematical Sciences, Professor of St. Petersburg State University, St. Petersburg). The phenomenon of experience is analyzed by the authors comprehensively, the reviewed books include an interweaving of historical, psychological, anthropological, sociological, philosophical ideas, contain references to literary texts. V. Melas presents the original version of the experience in line with the phenomenological approach, and E. Zolotukhina-Abolina picks up the ideas of his co-author, develops the topic in an existential-anthropological and psychological way. The works are written in a clear, intelligible language and are intended for everyone who is engaged in the study of the problem of consciousness - philosophers, psychologists, sociologists, literary critics, other specialists in the humanities, but may be of interest to any reader interested in human feelings and experiences.
