Abstract

The article deals with issues related to determining the place and role of municipal  authorities in the system of state and municipal administration of the Russian Federation. The example  of the Rostov region shows the interaction of local self-government bodies and public authorities to address issues of local importance. The circle of problems of ensuring the independence of municipalities is outlined. The article also identifies the reasons for the imperfection of the legal regulation of the local self-government system.

Abstract

The article reveals the issues of the relationship between the risks of trust and industrial development, taking into account the inclusion of socio-cultural factors in the analysis of economic dynamics. The study characterizes the concept of trust and identifies the directions and areas of its impact on industrial development in the transition to the neo-industrial paradigm. The high role of the authorities and the openness of public structures in the formation of trust is substantiated. The study determined that it is advisable to use Data mining tools to assess the level of trust. It is proved that Social Mining technologies make it possible to determine the level of trust and, with subsequent conjugate analysis of the dependence of the level of neo-industrial development and the level of trust, to conduct a proactive risk analysis, identifying them at  an earlier cyclical level for timely regulatory impact.

Abstract

The relevance of the study is determined by the increasing importance in the digital economy of managerial decisions on the innovative development of international organizations. Under the conditions of digital transformation of the economy, the active development of information technology and its close integration into the activities of economic entities appropriate development of innovation management is important. The purpose of the study is to systematize the opportunities and limitations of the implementation of this type of management measures for organizations operating in international markets, characterized by different levels of business processes digitalization. The article substantiates in detail the theses on systematization of opportunities and limitations of innovation management in an international organization, identifies the root causes of their emergence in the process of implementation of innovation projects. It is demonstrated that the results of the study can be applied in the practice of innovation management.

The article discusses the need to create new knowledge of the staff and its constant retraining for the implementation of innovative activities of the organization at all levels of management. The importance of the creation of social and technological innovations in the context of the application of organizational and managerial innovations that cause an increase in labor productivity on the basis of the implementation of domestic digital technologies that determine the intellectual production in industries is substantiated. The article is devoted to the sociological analysis of organizational sustainability as a factor in the effective management of human resources. The structure of organizational stability is described: human resources, corporate culture, innovations. The key qualities of organizational sustainability are considered. Three key qualities of organizational sustainability are identified: the ability to accept the socio-economic reality as it is; the ability to find meaning in any situation; bricolage ability.

Abstract

Amid the increasing role of science, one of the priories of public administration is rethinking target areas of scientific funding. The concept of attracting investments into interdisciplinary scientific research is sought after in order to increase the efficiency of the funds allocated for funding. Introduction of changes in the current strategic documents of scientific and technological development of the Russian Federation is aimed at developing a unified approach to interdisciplinarity support and is expected to improve the competitiveness of Russian science. The historical and systematic approaches, comparative analysis and content analysis were used in the study, as well as data from Russian Federal State Statistics Service, the Ministry of Science and Higher Education of the Russian Federation and the Organization for Economic Cooperation and Development.

Abstract

 This article reveals the essence and distinctive features of the concept of "parallel import", and also defines the relationship between this category and the principle of exhaustion of law. The prerequisites for making a decision on the partial legalization of parallel imports in the territory of the Russian Federation  are outlined. The list of commodity groups included in parallel imports and the key beneficiary countries through which goods are imported through parallel import channels are analyzed. The main advantages and disadvantages of partial legalization of parallel imports that arise and may manifest themselves in the future in  the Russian economy are identified. The conclusion is made about the advantages of short-term use of parallel import channels and the dangers in the long term.

Abstract

Innovative development is one of the key factors determining the level of competitiveness of all modern states of the world. That is why the use of indicators to assess their innovative potential is becoming a priority task facing the world scientific community. The article discusses the main components that make up the Global Innovation Index (GII) as one of the promising tools for indicative evaluation. Within the framework of this scientific study, the analysis of the regional structure of the largest innovative macro-regions of the world was carried out, and the key features of the leading countries that influenced their ranking in 2022 were identified. The authors have made attempts to identify the strengths and weaknesses of Russia's innovation policy, which influenced its dynamics in the GII, and also assessed the potential of innovative development of the subjects of the Russian Federation. Finally, the authors have identified a number of patterns that affect the development of competitive innovation ecosystems.

Abstract

The article presents an analysis of the essence and approaches to understanding the term "tax administration", an analysis of the dynamics of revenues administered by tax authorities, and also calculates  the coefficient of their collection as a tool for assessing the effectiveness of the tax administration system for  the period 2020-2022. On the scale of the Russian Federation and the Rostov region. The structure and dynamics of changes in the volume of tax revenues by levels of taxation and types of taxes to the consolidated budget in the country and region for the corresponding period have been studied. Based on the calculations, a list of budget-forming taxes for 2022 was selected, and the dynamics of the debt of the consolidated budget in  the Rostov region by taxation levels was studied.

Abstract

The unstable geopolitical situation in the world, crises, the coronavirus pandemic, as well  as the impact of other external effects have negatively affected the process of attracting foreign direct  investment to the country. In this aspect, it is necessary to use all scientific and methodological tools, as well as elements of econometric analysis to understand how the needs of regions in the use of foreign direct investment are formed. These investments are fundamental and contribute to the integrated development of socio-economic processes and systems. The authors have identified the key needs of the subjects of the Russian Federation in obtaining foreign direct investment. A regression model of the volume inflows to the region for the current period and the division of the subjects of the Russian Federation according to the average level of foreign direct investment inflows during the period under review are presented.

Abstract

In the current conditions, when the trends of globalization are being replaced by the trends of regionalization and glocalization, and the idea of globalization is increasingly being criticized in the international economic space, the urgency on the part of federal and regional authorities to study issues related to the transition to a sustainable development model is becoming more acute. The implementation of the principles of sustainable development and the need to take into account the basic provisions of the ESG strategy for regional development is now becoming for all regional socio-economic subsystems not just following current trends, but an objective necessity that allows overcoming the inertial nature of the development of both regional systems themselves and their individual components, increasing innovation activity in the region and making it more investment-oriented attractive. All these tasks are becoming more and more urgent for Russian regions due to the need to function in new economic conditions associated not only with the structural restructuring of both the national and global economy, but also the need to fulfill their economic, social and environmental tasks in these conditions in order to improve the quality of life of their population.

Abstract

This article presents various greenhouse gas emission regulation methods and contains a comparative analysis of their advantages and disadvantages, illustrates their functioning principles.  Particular attention within the article is paid to the emission trading systems with a brief description of  the largest operating systems in the world given. Based on a review of existing publications on this topic, some conclusions were made regarding necessary conditions for their successful implementation, the effectiveness of such systems and recommendations for their development. The current state of emission regulation in Russia is described with the focus on the so-called “Sakhalin experiment” launched in 2022, that is aimed at achieving regional carbon neutrality by 2025 by means of an emission trading system deployment. This project’s roadmap is analyzed including both finished and pending steps.

Abstract

Over the past thirty years, service delivery through public-private partnerships has enabled the government to make significant strides in health, education, water, construction, and transportation. Many of the benefits of such projects have been reported in reports from the National PPP Center, although discussions about the strengths and weaknesses of PPPs have long focused on achieving public policy goals. To achieve maximum benefit, PPP projects should be designed with specific performance improvements in mind, within  a framework that shares risks and rewards between the public and private sectors. The Russian PPP market  is considered complex and quite developed. Nevertheless, despite the sufficient level of development of PPP in the Russian Federation, the lack of effective approaches to measuring the effectiveness of projects was noted as a factor that gives rise to problems associated with corruption and guarantees. According to the reports of  the Ministry of Economic Development, the lack of an effective methodology for measuring the effectiveness of PPPs is the main reason for unsatisfactory demand in the construction sector and natural monopolies. There is a widespread belief that performance evaluation plays a critical role in business planning. Based on this, this study conceptualizes a dynamic model for measuring the performance of public-private partnership projects.

Abstract

The article is devoted to the consideration of the development of mortgage housing  lending in Latin America. The structure of the mortgage lending market and the stages of its development are considered. The article highlights the characteristic features of the situation on the mortgage lending market in Latin America and the Caribbean: the affordable real estate market is actually scarce, not keeping up with population growth; credit instruments are not available to the majority of the population due to the extremely low income level; the construction of private houses, as well as the purchase of readymade housing, is too expensive; climatic and demographic conditions force the population to look for  alternative housing options (mobile homes, favelas, etc.), which further complicates the situation in  the social sphere and specifically in the housing issue.

The article deals with topical issues of citizens' incomes in the context of the economic downturn, the sanctions imposed against Russia and the general level of poverty in the country.  The dynamics of per capita incomes of the population for a certain time period are outlined, measures  of state support for the economy and citizens are considered, urgent problems and measures to overcome the crisis situation in the economy and public sphere are identified, as well as key elements of solving  poverty issues in the country.

Abstract

In this article, the authors try to analyze the problems of planning in the Iraqi fuel and energy sector, focusing on the example of one enterprise (company) of the Iraqi oil industry. The main problem lies in the weak planning of an effective oil policy in Iraq in the field of oil and gas production and export, weak development of oil infrastructure. This leads to fluctuations in Iraqi oil and gas resources under price pressure, despite the huge volume of these resources and the huge revenues generated from them. The problems of planning are considered on the example of the Midlands Oil Company. Based on the results of the analysis, measures are proposed to improve the efficiency of Midlands Oil Company.

Abstract

For a long period of time, knowledge has been regarded as an important element of  economic development, both in practical and theoretical aspects. This article is aimed at studying and  systematizing the main theoretical features of the inclusion of knowledge in economic models. In models of knowledge production, this resource is an input for the functions of technology production and knowledge generation, contributing to a greater extent either to reduce costs or to accumulate information. Knowledge diffusion models take into account the types of participants in the knowledge transfer process and their absorptive capacity. As a result, economic models reveal patterns of positive and negative externalities from knowledge creation and dissemination.

Abstract

Until recently, the world economy was characterized by pronounced globalization processes. International institutions played an important role in determining the rules of economic policy. However, in 2022, the world economic processes, once closely related to each other, began to change  rapidly. Russia's current agenda is the task of transitioning to a mobilisation economy. This path of Russia's economic development is conditioned by new, first of all, military-political challenges. It is worth noting that other countries will have to go through the mobilization of the economy, many of which are currently opponents of Russia's economic development. The outline of changes becomes clear.  At the same time, it remains to be assessed how long this period will be, what processes will be accompanied by economic restructuring, as well as possible outcomes and prospects for further socio-economic development. Trade and economic sanctions, disruption of supply chains, lack of rules and latent political tasks required  an urgent response. In this paper, an attempt will be made to briefly assess the possible economic effects of mobilization in Russia, taking into account the specifics of the processes taking place in the global economy.

This article assesses impact of tax payments on financial and economic condition of industrial enterprises, based on conceptual foundations of tax theory. It presents a retrospective analysis theories of  taxation of different directions, which revealed presence of opposite points of view concerning necessity of  enterprise taxation. Authors of article, when studying problem, turn to those aspects that arise in specific institutional conditions that accompany process of economic transformation and provide an algorithm of mutual influence of tax parameters, factors of external and internal environment and indicators of financial and economic development of enterprise.

Abstract

The article discusses why there has been a change in the research paradigm towards quantitative methods in regional development. Factor assessment no longer met modern requirements for  the development of markets and industries. However, questions remained, it was not clear to what extent  the theoretical results for stylized spatial conditions would be qualitatively and quantitatively generalized  to more realistic conditions in the theoretical and empirical literature on the new regional economy.  Quantitative models, which are most often used in regional studies, were able to integrate three directions: spatial development, take into account the multiplicity of regional processes, and all parameters used can be identified.

Abstract

The applicability of the indicator of vertical fiscal imbalance and its components in  the analysis of debt sustainability of Russian regions is considered. The concept of vertical imbalance of  the International Monetary Fund is modified to include different types of intergovernmental transfers  in the budgetary system of Russia. The data on regional credit ratings from Analytical Credit Rating Agency "ACRA" are used as a criterion for grouping regions, a regression analysis of the credit rating is carried out. It is found that vertical imbalance can be considered one of the promising tools in the analysis of regional debt sustainability. The inverse relationship between vertical imbalance and debt sustainability with  the latter estimated through the value of the credit rating, is found. Deficit and federal intergovernmental transfers in 2020 increased vertical imbalance and reduced debt sustainability of the subjects of  the Russian Federation. Vertical imbalance in regions with greater debt sustainability increased mainly due to the growth of deficit, while in less sustainable regions – due to intraregional centralization of federal  earmarked intergovernmental transfers.

The article analyzes electoral-voting technologies. It is revealed that the most important component of the mechanism of elite formation, as well as elite-leadership positioning, are socio-political technologies. It is concluded that the electoral technologies of leadership-elite positioning include: technologies for demonstrating real opportunities, followed by a public manifestation of intellectual strength, political maturity and organizational abilities; technologies for forming public opinion; technologies for support and support.

In the XXI century the development of artificial intelligence (AI) technology has completely changed the sphere of human existence and now defines the nature of interaction between society and the state. The sphere of public administration, thus, as well as many other spheres, is transformed and developed under the influence of artificial intelligence. The aim of the work is to investigate foreign experience in the field of research and practical implementation of artificial intelligence technology. A significant problem of the process of implementation of AI technology in public administration is the emphasis only on technological aspects, while the ethical and legal aspects are often given unjustifiably little attention, both in theoretical studies and in practice. That is why with the help of AI it is necessary to make updates in public administration, relying on those of its fundamental objectives, for which public administration was originally meant.

Abstract

The article examines transhumanism as a modern and at the same time deeply rooted  in the past ideological phenomenon. Starting from the approaches of L.Gumilev and E. Fromm, as well as using historical material, the author examines the genesis, essence and characteristics of transhumanism as a socio-anthropological and political phenomenon consonant with the ancient Gnostic worldview,  as well as its later historical analogues. The article emphasizes the destructive nature of transhumanism, its promising and at the same time destructive impact on the social structure and political power established in the modern era.

Abstract

The article is devoted to the phenomenon of the "monument war" in the North Caucasus in the context of Russian nation-building. The authors analyze the historical dynamics of the commemoration in the North Caucasus, depending on its historical stages and political actors. Further, the article  examines the causes of the actual 'war of monuments' in the North Caucasus and formulates its essence.  At the same time, the question is raised about the assessment of the position of the authorities regarding this "war" in terms of the policy of "non-decision-making" (according to P. Bachrach and M. S. Baratz).  In conclusion, the authors interpret the memorial conflicts in the North Caucasus as a request for a modern (in the spirit of E. Renan) concept of the Russian nation.

The current geopolitical turbulence, in which our country is located, requires comprehension of several key topics and concepts that are used as the basis for the formation for the formation  of Russian-Ukrainian relations, one of such complex concepts is the Donbass. Based on the totality of  the theory of political conceptology, cognitive strategies and frames, the article analyzes the specifics and vision of Donbass, identifies groups of the most relevant submissions about the historical features and  the current state of the concept of Donbass. The authors come to the conclusion that it is necessary to  dive deeper into the philosophical and political discourse of the key ideas and values of the modern  confrontation.

The article analyzes modern conceptual approaches that justify the need to expand  the participation of the population in the management of state affairs. The author systematizes the reasons for the appearance of these concepts: the strengthening of the information type of society, changes  in the nature of power, challenges to the state as a political institution, the crisis of representative democracy institutions. The modern models of public administration and the approaches proposed in them  to the practical application of the mechanisms of public participation in the management of state affairsare generalized. The author notes the validity of the need for further development of these mechanisms and its risks associated, including, with the very conceptual approaches to the participation of the population in the management of state affairs, as well as the unresolved individual issues that they have.

Abstract

The article deals with the image analysis as one of the instruments for monitoring and managing the social behaviour of people in the modern consumer society. Under the conditions when  the utilitarian role of goods has largely fallen by the wayside, the symbolic status reality appeared for  the first time, whose material signs are goods. The image without losing its full instrumental function  in some particular cases usually acquires a new role commonly recognized and legalized from the position of the internal coercing apparatus in order to ensure the intersubjective organization of internal experience within the stable and predictable functioning and reproduction of the system. On the one hand, the traditional external coercing apparatus in its repressive and supervisory function is applied to the antisocial behaviour, its experiencers are oriented to the symbols outside the system requiring reproduction.  Secondly, its effect also extends to those social strata that for one reason or another have dropped out of the "race for consumer status". But even in this latter case, it also tends to reduce the direct impact in favour of autonomous self-control.

Abstract

The article presents the experience of comparing the results of online and offline surveys conducted by the authors as part of a study of the attitude of youth of the Krasnoyarsk Territory to religious issues according to a single method in 2021. Sample aggregates of online and offline surveys were reduced to an identical structure by a weighting procedure by the following sociodemographic characteristics: gender, age, city. As a result of the comparative analysis, the authors conclude that the presence or absence of differences between online and offline samples is significantly influenced by the nature of the questions. Thus, questions involving the identification of the respondent's personal emotional attitude to anyphenomenon provide statistically significant shifts towards more socially desirable assessments, and in questions focused on measuring the respondent's external assessment of any phenomenon, statistically significant differences in answers are mainly not observed.

Abstract

The article attempts to analyze the theoretical and methodological foundations of stratification in relation to the socio-cultural differentiation of Russian youth. The study is based on G. Spencer's theory of differentiation and P. Sorokin's classical theory of stratification. Specific criteria for the differentiation of youth as a social group are considered. The authors come to the conclusion that the Russian youth is more differentiated than integrated, because the differentiating factors of youth in Russian society are much stronger than the integrating ones.

Abstract

In the modern world, such an element of the competitiveness of an enterprise as intellectual capital comes to the fore. There are several approaches to knowledge management, but in the framework of this article, two of the most popular are considered: the model of I. Nonak, H. Takeuchi and  the model of H. Krmar, J. Reheuser. Analytical and systematic approaches were used as the main research methods. As a result of the analysis, the author of the article came to the conclusion that the intellectualcapital of an organization is a set of knowledge, experience and mental activity of the company's employees, which, as a result of various kinds of transformations (organizational, technical, etc.), have been transformed into a new product that brings profit.

Abstract

The state of the interethnic sphere and the processes taking place within it are indicators of measuring the socio-economic, political, spiritual, ideological picture of society as a whole. In this perspective, it is important to analyze the degree of influence of internal and external factors on the interethnic area, the unresolved problems that are relevant to the population, which can play a destructive function and destabilize society. The author's hypothesis about the fallacy of the opinion that economically  developed states can not be afraid of conflicts on their territory (because it is impossible to ensure full ethnic equality and equal access to the material benefits of all the peoples who live in it) is confirmed by the results of the study: the interviewed Dagestani youth sees the nature of conflicts "in human nature, therefore conflicts are inevitable," although other reasons can provoke confrontation of different nature – territorial disputes and lack of mutual understanding between peoples. At the same time, Dagestani youth in general positively assesses  the interethnic situation with the argumentation of the existence of "favorable relations between representatives of different peoples" and the absence of interethnic confrontation. A negative assessment of the interethnic situation in the territory of their residence is characteristic of a significantly smaller part of the young generation of Dagestanis surveyed, and here it is possible to distinguish representatives of ethnic formations who are in a state of apparently unexpressed ethnic conflict with a number of living peoples.

Abstract

In the context of China's rural renaissance, e-commerce may take on a whole new level and degree of use, opening up new opportunities for its development. The pandemic COVID-19 has had a significant impact on stimulating the use of electronic forms of trade. However, the development of e-commerce in China's rural areas still faces challenges. The article discusses the current development status of e-commerce in China's rural areas, including its conditions, degree, and development level for different regions, hoping to provide the basis for solving the problems in the management of rural e-commerce in China. The author’s findings: a) relatively sound infrastructure, including network, logistics, information services and financial infrastructure; b) the rural e-commerce transactions scale increases year by year, but its growth rate slows down, although and is stable, and the difference in development between regions is still great; c) the e-commerce of agricultural products develops rapidly, but affected  by the epidemic, and varies greatly among the regions.

Abstract

The period of study at a university is one of the defining stages in the formation of young people's ideas about career advancement. The article deals with the ideas of student youth of the South of Russia about a professional career. The empirical basis for the analysis is the materials of sociological surveys conducted in the winter of 2020 in the Rostov Region, Stavropol Territory, Adygea, Dagestan and Kabardino-Balkaria (a total of 2670 students were surveyed). The article shows that the perception of a professional career differs according to the ethno-territorial segments of the youth of the South of Russia. In economically more developed sub-regions with a predominantly Russian population, individualism and achievement in professional and career advancement are more often manifested, career building is more important for students. In the republics of the North Caucasus, young people are more often focused on the resources and interests of the family (paternalism), as well as ascriptive characteristics in the professional field and career, which is less important for students.

Abstract

Relevance. The Chinese economy is not only one of the largest economies in the world, but also a country that has shown high GDP growth rates over the past 10 years. After opening the capital account, foreign investment became the basis of the economy. Despite several global periods of turbulence, China has been able to accumulate significant experience in stimulating the inflow of long-term financial flows. This was made possible by extensive government programs aimed at both portfolio investment and FDI.

Objective. Study the practice and results of using various foreign investment stimulation programs.

Methodology. The main methods were systemic and historical approaches, with the use of which it was possible to establish patterns and highlight the distinctive features of investment programs.

Findings. Since Chinese economy’s growth required creation and development of entire industries in  a short period of time, FDI became a priority. With achieving net recipient of investments status, along with  the accumulation of the best industry practices, local national manufacturers developed significantly. This  became especially important in the transition to a growth model based on domestic demand. To deepen  the financial markets, special portfolio investment programs were introduced. The presence of strict controls over the movement of various types of capital made it possible, on the one hand, to reduce the inflow and outflow of speculative capital, but on the other hand, bureaucratic procedures and the need for approvals undermined the growth and development of competition. The gradual liberalization of controls, the development of investment schemes and the arrival of investors have made it possible to significantly improve the quality of the functioning of the stock market, and currency repatriation rules allow flexible management of exchange rate pressures. All this was embodied in a stable inflow of investments and low risks of a sudden outflows, which was illustrated trade wars and the pandemic.

The information age has opened up wide opportunities for influencing the public consciousness of the masses, but the expansion of cyberspace and social communication channels has given terrorism new opportunities to spread violence. It has been proven: a) the state policy of countering  terrorism should be of a proactive nature of blocking terrorist activities in cyberspace; b) digital technologies currently constitute the same power and power resource as traditional institutions of education and religion. Measures are proposed to overcome the destructive media impact of terrorism in the information space.

Abstract

The article discusses the issues of financing the best available technologies (BAT) at  Russian enterprises, the relevance of the introduction of which is increasing every year, especially against the background of the processes of greening the economy, as well as the need for the country to achieve technological sovereignty. The competent selection of sources of financing for the modernization of production processes based on new technologies is one of the most important tasks of the financial strategies of domestic enterprises at this stage, but no less important is the development of a correct financing  mechanism, which necessitates its detailing, taking into account the specific features of the process of  introducing BAT and identifying sources of financing, depending on whether the financing of BAT is  perceived as an additional object of capital investments or is considered as an innovative project, meetsthe criteria of a "green" investment project. The author substantiates that the formation of a financial  support system for BAT is the foundation for optimizing the financial strategy of the enterprise, which  in the future will contribute to a faster transition to a closed-cycle economy.

Abstract

The current situation in the world and domestic economy predetermines the need to turn to the theoretical heritage of cooperative thought, rethink the ideas of the past and adapt them to rapidly changing conditions. The author examines the theoretical concepts that justify the formation of a cooperative organization through the prism of the concepts of «failures» of the market and «failures» of the state. Modern approaches to the study of the nature of economic crises allow us to assert the need to integrate new economic tools and levers into theory and practice. The paper defines the patterns of emergence of public-private partnership (PPP) as a mechanism that synthesizes public interests, regulation of public authority and market mobility. The author substantiates the relevance of studying the PPP theory in the context of the ideas of economic theories and schools about the role and place of the state in modern economics. The article presents an actual reading of the theory of cooperation for the improvement of the Russian economic mechanism.

Abstract

The article is devoted to the sociological analysis of the professional community of the Russian judicial corps. The main periods of activity of the Council of Judges of the Russian Federation, an institution that transformed the cadre of judges into a professional corporation, are highlighted. The practices of professionalization of the judiciary from the late 1980s to the present period are characterized from the perspective of socio-political changes and the country's transition to a new statehood. The measures taken by the Council of Judges of the Russian Federation during the thirty years of its existence to improve the management of the judicial system, preserve a unified legal field, ensure social order and stability of statehood are analyzed. The prospects for the development of the judicial professional community are outlined, as well as the main vectors of further work of the Council of Judges in the light of current changes in the domestic and international agenda.

Abstract

The article is devoted to the analysis of changes in the Russian legislative process through the prism of changes in the social structure of society. Using the example of the current legislation of  the Russian Federation regulating social services for citizens, the methodological design of the study of  the social conditionality of the modern legislative process through the definition and assessment of social factors, subjectivity, forms of citizen participation, appeals to expert and public opinion, scientific and  analytical justification is proposed. Conclusions are drawn regarding the need for sociological support  of the legislative process, the possibilities of using sociological methodology to improve it towards a social orientation through the organization of forms of broad public discussion to ensure a civilized dialogue  between the state and society, as well as the achievement of public consent.
